The fact that more than 40 million people have no health insurance in the United States (US) and 36 of 57 countries do not meet basic standards for healthcare in Africa is well known. Although the health sector has significant impact on global economy both as an employer and a provider of goods and services, nonetheless, the major limiting factor to improve health outcomes is attributed to lack of implementation capacity. Consequently, based on in-depth literature review and experienced scenarios, this paper provides a sort of guidance by highlighting heterogeneity and barriers in design process of a model of medical care. The results show political commitment and high insurance coverage are the foundation of any effective response to successful health system challenge. However, given the relevance of the need to widespread the lessons learned from this manuscript to the world population and to different institutions around the world, we deemed it necessary to translate this research into seven different languages which include English, French, Russian, Arabic, Indian, Japanese and Chinese.
